Biography

Franka des Vignes, '98 Ph.D., IQVIA, Global Director, Epidemiologist. Dr. des Vignes has a PhD in infectious disease epidemiology and public health. Deep experience in disease surveillance, data mining and analysis to transform insights into actionable policy guidance. Implemented and managed several large projects resulting in successful state and country disease surveillance programs in the United States; Led surveillance programs and/or supervised activities of epidemiologists at national and regional levels; Former Deputy Director of non-profit organization whose focus was global HIV/STI prevention; Experience developing staffing plans, timelines and budgets. Experienced in fundraising, writing grant proposals and technical reports; Partnered with funders—USAID, CDC, PEPFAR, EDCTP, and Gates Foundation; Experience working in developing country contexts; Led projects in India, South Africa, Latin America, and Caribbean as a Regional Epidemiologist for CAREC/PAHO/WHO; Provided technical assistance directly to regional governments and NGOs for health systems strengthening, health policy implementation, data analysis, evaluation of surveillance systems, and developing patient-population databases; Coordinated regional capacity building for strengthening surveillance; Provided strategic and operational oversight for program development and implementation; Supervised programmatic staff; Led country evaluations and assessments of HIV/STI, respiratory illness, and arboviral surveillance systems in over twenty countries in Latin America and the Caribbean.
