DESCRIPTION:Policy evaluation is a challenging causal inference problem\,
with study design (whether randomized\, quasi-experimental\, or observati
onal) playing a key role. For complex interventions and outcomes\, popula
r design and analysis methods face statistical challenges and limitations
when only observed data are used. Because of this\, public health modeli
ng has an important part to play in policy analysis\, although one that h
as been at times underappreciated in the rush to use the latest statistic
al or data science methods. In this seminar\, Lee Kennedy-Shaffer discuss
es some of the limitations of popular quasi-experimental methods and what
public health modeling can teach us about those limitations and how to o
vercome them. Specific examples include the retrospective analysis of non
-pharmaceutical interventions during the COVID pandemic and of restrictiv
e firearm policies. Kennedy-Shaffer is an Assistant Professor (Educator-S
cholar Track) in the Department of Biostatistics at the Yale School of Pu
blic Health and a member of the Institute for Foundations of Data Science
. He previously was an Assistant Professor of Mathematics and Statistics
at Vassar College and completed his PhD in biostatistics at the Harvard T
.H. Chan School of Public Health. His research interests include quasi-e
xperimental methods for policy evaluation\, the population health impact
of infectious disease interventions\, baseball statistics\, and the histo
ry and teaching of statistics. PUBH 580 01 (Fall 2025) Seminar in Public
